Now-a-days, we have tradigital animation. It's still hand drawn, frame by frame, but it is done directly into a program using a tablet or cintiq.
Cut-out animation is 2D puppet style animation. The characters and props are all broken up into pieces and re-assembled into a digital puppet, and the puppet is animated in the software The animator doesn't need to do much drawing, sometimes none at all.
